Crustaceans Requirements
NWHI Lobster Limited Entry Permit
This permit was required to fish for lobsters in the NWHI under the Fishery Management Plan for Crustacean Fisheries of the Western Pacific Region. It is a limited entry fishery with a maximum of fifteen permits. The fishery has been inactive since 1999, because NMFS has not issued an annual harvest guideline for the fishery starting in 2000. The newly established NWHI Marine National Monument closed lobster fishing in the monument area permanently, effective August 25, 2006 (Federal Register notice of final rule, 71 FR 51134).
Regulations governing this fishery can be found in the Code of Federal Regulations, Title 50, Part 665, Subpart D (under the Magnuson-Stevens Act), and Title 50, Part 404 (NWHI Marine National Monument).
American Samoa, Guam, and Northern Mariana Islands Crustaceans Permit
This permit is required by an owner of a U.S. fishing vessel used to fish for lobster in the EEZ around American Samoa, Guam, and the EEZ seaward of 3 nautical miles of the shoreline of the Northern Mariana Islands (Permit Area 3). The permit is effective for one year from the issuance date.
Permit holders must submit a logbook to NMFS within 72 hours of landing. Vessel owners must also comply with Federal vessel identification requirements.
Regulations governing this fishery can be found in the Code of Federal Regulations, Title 50, Part 665, Subpart D. Commercial fishing is prohibited within the boundaries of the Rose Atoll Marine National Monument and the Islands Unit of the Marianas Trench Marine National Monument.

Pacific Remote Island Areas (PRIA) Crustaceans Permit
This permit is required by an owner of a U.S. fishing vessel used to fish for lobster in the EEZ around Johnston and Palmyra Atolls, Kingman Reef, and Jarvis, Baker, Howland and Wake Islands (Permit Area 4). The permit is effective for one year from the issuance date.
Permit holders must submit a logbook to NMFS within 30 days of landing. Vessel owners must also comply with Federal vessel identification requirements.
Regulations governing this fishery can be found in the Code of Federal Regulations, Title 50, Part 665, Subpart D. Commercial fishing is prohibited within the boundaries of the Pacific Remote Islands Marine National Monument.

Western Pacific Deepwater Shrimp Permit
This permit is required by an owner of a U.S. fishing vessel used to fish for deepwater shrimp (Heterocarpus spp.) in the EEZs around American Samoa, Guam, Hawaii, and the Pacific Remote Islands Areas (crustacean permit areas 1 - 4). The permit is effective for one year from the issuance date.
Permit holders must submit a logbook to NMFS within 72 hours of landing. Vessel owners must also comply with Federal vessel identification requirements.
Regulations governing this fishery can be found in the Code of Federal Regulations, Title 50, Part 665, Subpart D and Title 50, Part 404 (Papahanaumokuakea (NWHI) Marine National Monument). Commercial fishing is prohibited within the boundaries of the Pacific Remote Islands, Rose Atoll, and Marianas Trench Marine National Monuments.
