This permit was required to fish for lobsters in the NWHI under the Fishery Management Plan for Crustacean Fisheries of the Western Pacific Region. The newly established NWHI Marine National Monument closed lobster fishing in the monument area permanently, effective August 25, 2006 (Federal Register notice of final rule, 71 FR 51134).
