Marianas Trench Monument Advisory Council

The Marianas Trench Monument Advisory Council was established to provide advice and recommendations on the development of the Marianas Trench Marine National Monument management plans and management of the Monument. The Presidential Proclamation 8335 that designated the Marianas Trench Marine National Monument in 2009 calls for an advisory council that is comprised of three officials from the Government of the Commonwealth of the Northern Mariana Islands (CNMI) and one representative each from the Department of Defense and the United States Coast Guard (USCG). The Advisory Council held an initial business meeting in February 2012 and its inaugural meeting in Saipan on June 5, 2012. Since then it has been meeting almost quarterly to advise NOAA and the U.S. Fish and Wildlife Service on Monument management planning activities.


Members of the Advisory Council are appointed for 3-year terms by the Secretaries of Commerce and Interior after considering nominations from the Governor of the CNMI, the Secretary of Defense and the Secretary of Homeland Security. The U.S. Coast Guard Sector Guam Response Department Head has been delegated responsibility for nominating a USCG representative to serve on the Advisory Council. The U.S. Pacific Command Commander has been delegated responsibility for nominating an Advisory Council member representing the United States armed forces. The Marianas Trench Monument Advisory Council is considered an intergovernmental committee created to provide advice on matters that may affect the Monument management. The Advisory Council adopted by-laws to govern its activities on September 12, 2013.

The Advisory Council is in the process of establishing a working group to assess and make recommendations to the Council on the types, locations and potential funding sources for a Monument visitor center/multi-purpose facility.
